Add kitchen-digitalocean, kitchen-sync for cloud testing.

The current travis file attempts to run testing on Digital Ocean but it
cannot find the kitchen driver for Digitalocean. The kitchen-sync gem is
also required.

set distroverpkg: nil on redhat

Obsoletes enabled as default behavior

allow setting of reposdir in global yum config

yum makecache will throw exception if enabled is false

Fix globalconfig resource param for http_caching

Fix issue with sslverify if set to false.

There should be a difference if @config.sslverify is set to false
instead of nil. In the latter case we should print "false" as we are
explicitly telling this repository to setup verification.

Also changes the [setting to True/False as per documentation][1].
