If you use a non absolute path (or a `Cmnd_Alias` which is represented in ALL_CAPS) the sudoers validation will fail it but not tell you why. This makes it easier/quicker to spot the issue.

Rename user/group to users/groups. The previous resources will continue to work
Accept arrays of values in users/groups or comma separated strings
Prepend % to all values in the groups property
Pass both users and groups if both are specified
