I see why this was done this way now (to allow support for
Ubuntu 8.04). Putting it back.

Default value is "/etc/default/rsyslog" but cased for redhat
to be "/etc/sysconfig/rsyslog"

Set user/group/priv_separation outside of platform case block
with sane defaults. Override in platform case block as needed.
Moved max_message_size up where it belongs, not dangling at
the bottom of the file.

This reverts commit 6e6b706b.

Per Mike Fiedler's comment on the COOK-1189 ticket, using "restart" is
the "Right Thing To Do".
