* Drop the option to use distribution packages * Drop support for RabbitMQ 3.6.x * Make it possible to provision packages from GitHub or Bintray * Fix ChefSpec test suite * Update the environment * Use Ruby 1.9+ hashes where possible Modern RabbitMQ versions only support two most recent Erlang release series, and 3.8 will require Erlang 21.2. Assuming that distributions will keep up with this rate is too optimistic. Currently 21.2 is available in Ubuntu Disco and Debian Sid. Once a post-3.8 version requires Erlang 22 (scheduled for June 2019), we'll be back to the situation where even the most recent release won't provide the minimum required version. So let's rip off the bandaid.
