Cookbook depends on the deprecated compat_resource cookbook

Chef 12 is end of life and this cookbook wasn’t necessary after Chef 12.19.

* Remove Debian 7 From Tests Because it's EOL

Debian 7 (Wheezy) is End of Life so this drops support
from CI.

Fix Failing CI

Right now Test Kitchen is just looking for an enabled service but
there seems to be an issue with the test VMs and enabling the service
without a reboot.

This can be solved in another change, for now, just verify that the
service was installed. The test coverage will also need to be expanded
in the future.

The Wazuh (OSSEC fork/extension) maintains a Chef Cookbook. 

Instead of duplicating work, reference the Chef cookbook for anyone that might prefer to use Wazuh.

Wazuh doesn't yet.

* Foodcritic did not fail this line as it is part of a case statement.
* This is testing for platform_family, not platform.
* Amazon Linux does not work with yum-atomic.
